I am trying to figure out a way to prompt users with a timer that counts down and at the end of that count down it logs them off of their workstation. Or if that's too much, I want the computer to log off users at a certain time. Even if they have work open or what not, it will do a force log off.

I found this article at TechNet which describes how to define an AD policy to log off users when the logon hours expire. Hopefully this helps you out.
