I have a Dell PowerVault 725 with a Windows 2003 Appliance edition OS.

Recently, browsing this server has become difficult. There is about a 20sec to 1 
min delay when browsing in windows explorer.

Any ideas what could be causing it?

Check to see that you have valid DNS servers listed for that server's network connection(s), and that valid forwarders are configured on your internal DNS server.
