I want to give 4-5 users remote access to my office. They need to tap into a microsoft
access data base.
My question is, if I buy server 2003 with 5 user pack, will that grant my users access
at the same time and they all access the access database at the same time without
conflicts.
If not, what do I need?

No, you cannot have 5 users use RDP to the server and access an MS Access database
at the same time. By default, without purchasing Terminal Services Licensing, Server
2003 only allows 2 active sessions, console and one RDP.
What you should consider instead is an SSL-VPN appliance. Sonicwall makes a couple
excellent ones at affordable prices. Redirect port 443 on the public IP to the internal
IP of the SSL-VPN box. Users connect via Internet Explorer to SSL-VPN , enter their
username and password(can be domain authenticated or local) and are presented with
a "Virtual Office" you can set up with folder shares, etc.
