Remove the Shutdown Option from Windows 2003

Does any one know how to remove the shutdown option and only the shutdown option
from windows 2003?
We have a sever that is locked up somewhere and we remote desktop into it. However
I am always afraid instead of reboot or log off I will press shutdown and its a big
pain in the but to have someone go turn it on.

Thanks, but this removes the shut down button not the shutdown option. We still want
to be able to reboot and logoff.

It asks you why you are shutting it down before you can shut it down or restart it..
Isn't this enough?? :)
