When you say "users logged on to the server," I need you to clarify. Users logged onto the server would mean users that have an active console/terminal session with the server. Users logged onto a remote PC and are accessing resources on the server are not actually "logged on" to the server. So, it makes a difference. In either case, they can be logged/monitored.
