Setting up a Web Discussion Server

I know this concept is a little old, but I want to setup a Web Discussion server
on Server 2003, but I don't know where to get the software.

In case you're wondering, Web Discussions are entered in Office or Internet Explorer
(Discuss button).

I do know that it was first included in Office 2000 as Office Server Extensions,
and now Windows SharePoint Services 3.0 offers limited functionality (you can discuss
only the documents/webpages on the site). I want to be able to start discussions
on any internet page (as you used to be able to do), and also Office documents.

Can anyone trace the history between OSE and WSS, or point to a current (free?) product?
