For the last beta, Microsoft was encouraging beta testers to install Win7 in upgrade 
mode to an alrady existing Vista installation, so as to work out whatever bugs ther 
might be for that method of installation.

They expect most retail-purchased copies of Win7 to be installed as upgrades to Vista.

Win7 will accept an upgrade from XP for licensing purposes, but the actual installation 
will be a clean installation.
