How do I turn off "auto arrange" in Windows 7?

This is possible on XP. This is also possible on the Windows 7 desktop. This is NOT possible, as far as I know, on Windows 7 folders: there is no auto-arrange option when I go to "View" or right click on the folder. Icons get auto arranged whether you want it or not. My problem is not so much with not being able to arrange folders in some arbitrary order of my choosing. That's somewhat unimportant. My problem is not being able to temporarily place icons anywhere I want on the folder while I am working. It appears there is no official fix to this. Are there any hacks or should I go back to Windows XP? (That's how annoyed I am)
