Upgrade or Full

I may have asked this before, but cannot find the post if I had.

When I went from Win3.1-98SE-XP-Vista, I bought all full packages. I didn't go for the upgrade packages because I've felt in the past they may be missing something that's in the full product. Plus, I think clean installs are better than just upgrading over the top of the previous OS, cleaner & better installation.

But I am wondering if I should try the upgrade package this time (cash flow a bit tight). Can I still do a clean install of 7 Pro.? And if so, do I need to prove I have Vista during install of 7?
