I had sort-of expected the other trick of altering Inactive Title bar size to work, but no longer. I can't swear to it being Inactive Title bar size, but it was one of those settings. It made no sense logically, but it worked. I'm not looking for gigantic icons, but some enlargement would be helpful, there's lots of height in the taskbar without having to enlarge it.
