"copy to: user profile" option broken

In Windows XP Pro you could use the user profile "copy to" option to either fix a broken user account, or replicate the settings for one account to others on your computer. This option is now greyed out. The help file suggests manually copying most files (except three user dat files) to the newly created dummy account instead. Except that Windows 7 steadfastedly refuses to paste the files, even from within an administrator account. This means having to set up a new account from scratch for every user on your network and doing it again if their profile becomes corrupted. Truly annoying.
