It sounds as though your PC is infested with malware - the signs are typical.
You can spend forever cleaning it up or reinstall. I'd opt for the latter. Hopefully
your files are backed up.
If you take image backups then restoring your system to its shiny new state, in the
way you set it up, takes minutes.
