Floating custom toolbar

I have seen web posts about how to do a quick launch type toolbar in Win7, but is there a way to undock a toolbar from the taskbar? In XP I always had a custom toolbar with shortcuts to all the apps I access frequently and docked it on the right side of my screen for instant access at all times. Can this be done in Win&?
