Sorry, billy you missed the point. The issue isn't how to select which OS to boot.
When Win7's install doesn't FIND the other OS, it obviously can't give you that option
is msconfig, and of course you can not simply add the info there. The only tool,
within windows, is with BCDEdit which allows you to modify the boot record. The root
cause appears to be that Win7's Install and it's BCDEdit utility will not look for
another OS anywhere except a 2nd partition on physical drive 0. When XP is already
installed on drive 1, Win7 and it's BCDEdit doesn't find it there's nothing to configure.
That's my theory. The 3rd party boot manager suggested by several other users is
the best (I think only) option here.
