Keyboard issue

I do not know if this is related to Windows 7 but since it created the boot menu with XP,it might be Lately when I power up or restart, the keyboard is not active and I cannot choose the OS I want to boot into. It will be default boot into 7. Sometimes I can restart and it will be active but most times it is not active. This happens whether the keyboard is plugged into a USB port (on the back of the computer) or PS/2. Any insight would be appreciated. Thanks.
