The message was a nuisance two-fold for me, since it not only annoyed me on start up, but the shortcut key was identical to the one that I use for Firefox on my other computer. (I keep my shortcut keys identical from 'puter to 'puter) So, I r-clicked on the icon of "Win7 Getting Started" in Start Menu, and there was an option to delete the icon from the Start Menu, which seems to have successfully solved the problem of it greeting me on start up, and I was able to change the shortcut key, which was ctrl-alt-l, to a a hotkey combo I wouldn't use, ctrl-alt-y. So far, this had solved my problem.
