system tray icons go back to being hidden after restart

I right click the taskbar in windows 7, click customize and for some programs I choose "Show icon and notifications", because obviously I want them always to be shown, and it shows the icon fine. However, every time I restart my computer its like windows 7 forgets what I told it to do and the icons go back to being hidden again, and I have to do the whole process of telling it to show my icons. Can anyone help?
