You should be able to click-left, hold and drag the taskbar to top, bottom, left,
right to put it on any side you like. This should get it back for you. So far as
why? Not really sure. Seen keyboard or mouse buttons begin sticking berfore or
you may want to scan your system for viruses. Hope it helps.
