The message isn't from the registry editor, also known as regedit. The computer is telling you it can't find a dynamic link library file ( dll ) that is being called for by a program that is trying to load. MSNIM is Microsft Instant Messenger. ( you mentioned Hotmail )Reinstalling Outlook Express may fix the problem. However, the file you mentioned is not a normal Internet Explorer or Outlook Express file.
