windows 95 wont start

I recently bought an older computer. It is a packard bell with windows 95 as its operating system. When you turn on the computer it starts to load. When it goes to the loading windows 95 window it wont load. It gives me the error " interface board or CD-ROM drive not ready." then goes to "general failure reading drive c:" I have tried to go into the computer through safe mode, command prompt only, command prompt safe mode previous version of MS DOS. I did this by pressinf f8 when it stated that windows 95 was starting. I cant get into the system either way I try. I always get the visious circle of general failure reading drive c and then under it I get " C:\" I have a master disc for windows 95 but I cant get it to run. What do I do????
