This is a rather odd thing to see. I'm not much of a Windows fan but am setting my parents computer up to dual boot to Windows 98 and working with GRUB (GRand Unified Bootloader) trying to make sure it will be easy for them to use and easy for me to repair when they mess it up.

During the process of testing GRUB I am prompted to start typing. (Help is available here but I've done this enough to skip it.)

I type:
rootnoverify (hd0, 0) [Enter]
chainloader +1 [Enter]
boot [Enter]

and I see:
"Type the name of the Command Interpreter (e.g., C:\WINDOWS\COMMAND.COM)

so I type:
C:\WINDOWS\COMMAND.COM

And it boots for me.

I don't know if this will solve your problem but it might give you an idea where to look for help and might serve to help other people with boot problems.

The nice thing about GRUB is that if you can get it already on a floppy then you can use it to boot just about anything.
