Win 95 restore

I have a Pack Bell Win95 system that was horribly mangled and I'm trying to restore to factory defaults. I have the manufacturer disk and CD. When I perform the startup with the two disks in the drives, the restore begins, then an error message appears "unable to create error.log". I have restored this computer at least twice to factory presets before and never had this error. I have never compressed the disk nor done anything to it beyond novice level. Any help would be gratefully received.
