Shell32.dll causing software problems

When trying to launch a particular piece of software I have suddenly started receiving
an error message stating that the program is "...linked to missing export SHELL32.DLLGetSpecialFolderPathA".
I have tried reinstalling Windows but that hasn't resolved it.
Is this a Windows problem or possibly some fault with the software (which has worked
fine for over a year!)?
