Need to install windows 95 but computer wont recognize my external cd please HELP

I bought a IBM 760 EL which said it had everything to be up and running. It said
it did not have a CD drive which I thought was fine. They erased everything off of
the laptop and sent me a windows 95 Cd. I bought an external Cd rom but it will not
recognize it unless you have windows already installed. How do I install it with
out installing windows. Please help.
