To eliminate the possibility that the CD is damaged, you could copy the \win95 directory the hard drive, and then launch the W95 setup from that location. I suggest you copy to c:\windows\options\cabs. Tell Setup to install in c:\windows and ignore its dire warnings about installing to that destination.
