Can't finish installing Windows 95

I am working on a Toshiba Satellite 2215 with Windows 98 preinstalled. The computer when turned on locks up at the Windows 98 logo screen. When I turn it off and try to open in safe mode it does the same thing. When I try to boot with my boot-disk it does nothing, just takes me through scan disk. So I tried to install Windows 98 upgrade, since I can't find my Windows 98 disk. When it starts copying files the computer locks up and says that it is missing files and can't copy. So, I have found a Windows 95 disk and I am trying to load that. I gets to about 31% of copying files and locks. Gives the following - File Copying Problem - You interrupted the setup of ....... (.cad) files. I tell it ok and you hear the motor running, but nothing happens. The error message comes up again. Then I try skip, same thing. I am deseperatly trying to get this computer up and running for my father. Do I need to clear the drive first, then install Windows 95? Also, I am semi-computer literate, so please give me step, by step instructions. Thanks in advance!
