I'm running Windows 98SE - and have the exact same problem on one of my 5 computers.
To get around it I loaded Opra and use it as the default web browser now - the only
down side is that Microsoft Windows Updates will not load through Opra. I'm still
looking for a solution prior to reloading the entire system.
