The only time anything similar to "Remove" on a Windows OS was offered, it was the various W9X flavors, IF you were upgrading and chose to save the old OS. A new Gateway 2000 PC in 1997 wouldn't have had DOS on it first, at least not a full install. Your problem is pretty simple, though. The Win98 OS came with a startup floppy upon which was a DOS7 version of "Format".

You can use that utility to clean off the contents of the hard drive and start over with a "clean install", which is a better way to go. Or, you can rename the Win.Com file in the C:\Windows folder to "Win.Old" and then your Win98 will proceed to act like it's an upgrade version.
