windows wont start up

My old Windows 95 will not fully load even though upon start up everything runs and
we get to brief windows 95 full screen image for a while - but sadly throws to DOS
with Starting Windows 95 but then ... "C:/ Del INDEX.DAT
File not found " showing...
and then remains in DOS mode. I tried C:\>win which i thought should get it going
- what commands is it wanting to get Windows back up, or can I get it another way
using F8 - SAFE mode etc - thanks for any tips ...NSR
