Config.sys file too large for memory

I just installed windows 95 on a compaq LTE 5200. Hard drive is 1G and memory is 12MB. When I boot after the install I get the following message The configuration specified in the CONFIG.SYS file is too large for memory. Remove some drivers, and then try again. The config.sys file is empty. Has anybody seen this message before. I search the web and can't seem to find anybody that came across this error.
