Slow system performance

Following an Internet visit of my son my 95 system behaves very slow. Any action
takes ages, one gets the impression that the CPU sometimes doesn't react at all.
That slows down the start-up taking about 15 minutes and any programme start. Once
programmes are started they normally get back to a little less than usual performance
including reading e-mail trough Outlook and accessing the Internet. Recently I noticed
that the task manager said that tapi.exe was not responding. Any idea what to do?
