when does it run? (eg, every time machine is turned on, every time it goes on the 
internet, every so often....)

what does it say?

I'm wondering if its some sort of spyware you have.

If its generated by a startup program, try using either startup cpl (http://www.mlin.net/StartupCPL.shtml) 
or startup manager (http://www.lpacomputers.telinco.co.uk/SM.zip)

to disable/remove the entry.
