IE & C:\windows\temp "cannot delete" problem

Over the yrs w/numerous PC's and HD's I've reloaded Win95/98 many times and on occasion, at the point of setting up I.E., instead of it using the C:\windows\temporary internet files folder, somehow they get placed in the C:\windows\temp folder and I cannot change it no matter what. Is there a way to setup IE so it doesn't use the "temp" folder? Have 4.0 on the PC now, just reloaded Win95 & haven't used IE yet, ready to load 5.5, however, should I use 5.0 1st, remove 4.0? It seems the last time I loaded IE 5.5 w/o 5.0 the folder problem occurred. Any comments, clues, observations? Could another M$FT program be creating the C:\win\temp folder instead of IE perhaps Outlook? Looked in the registry, no listing for the folder. Hate having two Temporary Internet File folders (Had 4! on my Win2K at one point) and not being able to delete one of them.
