Replacing active .dll files...

I have a Windows 95 computer that I want to update its shlwapi.dll file, however, this file is active, so I can't replace it. I can't find the process manager to stop this dll from running. Where is the process manager, and if there is any other way to replace this file, that would be great. Thanks a lot!
