Fatal error while upgrading

Can anyone help me. I have tried to upgrade from win95 to win98 but get a 'Fatal
exception OE has occured at 0028:c027974D in VXD IOS(04) +00001fc9'. Can anyone advise
me of the cause. Thanks Michael
