Updating to 98

I have a Packerd-bell.. computer windows 95, I'm wanting to update it, I have the windows 98 install disk. and when i run it, the computer tells me i have to have atleast 16mb of memory to run it. I'm wondering if it would be ok to, download a 95 boot disk, and formatt windows 95 completly with out rewriting any system files, and then booting the 98 install disk and installing 98 fresh onto the system.
