upgrading to windows 98 error

I'm trying to upgrade to 98 but when i use the setup program i get a message before the setup begins gathering system information. the message says disk can not upgrade. use windows 98 upgrade disk 1 and i can not start windows because i moved the files from the folder windows to a dummy folder. i was trying to fool the disk into thinking it was an empty hard drive. it didn't work (it worked on a different computer :{). i need help on ether one.
