You might also just try replacing the boot sector with 98 files.

BACK UP everything in c: first, except maybe the swap file. Make a 95 boot disk with 
95's Sys.com (c:\windows\command), just in case.

Boot with a 98 disk, type "SYS c:" ( you may need to copy Sys.com from the 98 cd 
to your floppy) then try your full install.
