that your computer can boot from a bootable CDROM
disk if the boot order is set properly in the BIOS
setup.
I can't speak for the Gateway "Restore" disks, but
genuine MicroSoft Win95 CDs were NOT bootable.
Perhaps the Win98 disks were, but I am not
familiar with Win98 installation disks.
If you are managing to get to a DOS prompt somehow
and need help with DOS commands, I can recommend
this little tutorial:

Note that in DOS, commands must be typed EXACTLY.
For instance, there is a difference between a
"slash" ("/") and a "backslash" ("\"). If you
want to work on a folder called "C:\DUMMY" and you
type "C:/DUMMY", DOS isn't going to do anything
but sit there and pout.
