If you're absolutely sure the floppy disk drive is
defective, then your machine probably needs to go
into a repair shop.
Let's make sure it isn't a software problem.
Make a BOOTDISK (on a good, working computer) by
following the instructions here:
http://www.bootdisk.com/bootdisk.htm
Make sure your new bootdisk works properly by
testing it by making it boot the known-good
computer you made it on.
You may need to adjust the setting in the BIOS
SETUP to make sure the computer looks first to the
floppy drive for an operating system.
Now try it in the broken computer. Assuming the
BIOS SETUP is properly pointed first at FLOPPY
DRIVE -- and it doesn't work just like it did when
you tested it in the "good" computer, then your
floppy drive really is broken, and it needs
repair, and it is not a "Windows" issue.
