USB drivers written for Windows 95 and Windows 98 First Edition will work. Those for Windows 98 Second Edition likely won't.

For USB flash devices, the drivers are basically the same. Note that USB flash devices are not just USB sticks, but also digital camera devices that transfer their photos to PC by USB. Anyway, here's a good driver for this stuff: http://toastytech.com/files/cruzerwin95.html

I use it myself for my USB stick. Works great.
