Because IE 5.5 is horribly insecure. Tons of exploits and bad default settings that allow ActiveX, which is a security hole in itself.

It also has horrible web standards support, the main bad point being the wrong support for the box model.

Letting a computer-illiterate user loose on the web with IE 5.5 is just asking for trouble.
