You need Windows to start before you can access the registry. Have you tried to startup
in Safe Made?
As your computer starts up hold down the Ctrl key until you see the DOS boot
menu and select Safe Mode.
If Win98 has been on ther before then I would suggest you get a Win98SE of eBay.
