Just thinking off the top of my head here . . .

This assumes the BIOS in your computer can be set
to search the CDROM for an operating system.  The
WIN95 installation CDs weren't bootable -- they
came with a bootable floppy one used to start
one's computer in DOS, install some CDROM drivers,
and then continue the installation from the CD.

What if you made a BOOTABLE DOS CD from a
floppy bootdisk (in another computer, of course),
then boot from the newly made CD, then format the
hard drive and TRANSFER the basic DOS from the CD
to the hard drive.

This should let you boot your computer into DOS
without a CD or floppy, and you can run the WIN95
installation from the CD.  (Or, better yet, use
DOS to transfer the WIN95 folder from the
installation CD to the hard drive, and run the
installation from there.)
