"Close Program" dialoge box

When I open the "Close Program" dialoge box to end a task, there are many programs
that are running that may or may not be important. Every now and then one of these
will say "Not Responding" leading me to question why it's running in the first place.
Is there any way of knowing whether I need all of these programs? I feel like some
of these are effecting the performance of the machine. Also, besides actually closing
them by ending the task, how can I keep these from opening up each time I reboot
my machine?
