Cd Rom drive

I am using a cd that someone burned for me, but everytime I put it into the cd rom
drive I receive the message to insert a cd into drive. Now I can use other cd's
and they
work but this particular one doesn't. Could someone explain to me why this is happening.
The burned cd does work in windows98.
