Win95 startup protection error

I "upgraded" the Microsoft Data Access Components to 2.60.6526.0, and on restart 
get the error "Windows protection error. You need to restart your computer."  Using 
Microsoft's diagnostics (article Q136337), Windows boots if I don't load config.sys 
and autoexec.bat.  At this point, should I systematically rem out lines in either 
of those two files until Windows boots normally?

Win 95 4.00.950 B  
PII/233 96mb RAM
IE 5.5
smartdrv.exe is running but isn't in either of those files.
