Question about 'How do get the taskbar and desktop back if Explorer crashes'

my shell program explorer.exe is unable to load to give me my desktop/taskbar etc. Neighter does the tasks option help to load this file. Is there another shell program which i can use and where do i make it the default shell during OS loading. since I use win95 , the program iexplore.exe can't be used as my shell prg., as it is a win98 and above facility, I guess. I would really appreciate a response--thanks.
