Question about 'Windows says it's ''Dangerously Low on System Resources'''

I have a question about Windows
says it's "Dangerously Low on System Resources":
Could being low on system resources in the way described in the article be the source
of my peculiar problem? Sometimes, when I boot, and click in a window, the window
deselects (the mouse then becoming inoperative). The only way to work, then, is for
me to use the keyboard commands. (Ctrl-Tab, e.g., gets me to different folders, etc.)
If I reboot--often enough--I'll get full control of the mouse, as I have now. But
eventually the same thing happens.
If this is a system resource problem, why does it happen on a cold boot?
Can I reduce system resources by clearing out the start up programs--and how do I
do THAT?
Thanks, Tom (Walsh)
