Question about 'Uninstalling Windows'

I have a question about Uninstalling
Windows:
How would I install it to a clean directory?
I can not find any of the uninstall files, nor is it an available selection in the
add/remove programs portion of the control panel. I have already start to reinstall
the 95 (on a diff 'puter) but am having a lot of trouble with that. What if I go
in and delete Windows from the hard drive before I try to reinstall again? Would
that work?
